Beginning July 1, 2026, projects that use the Strategic Demolition Fund or the Baltimore Vacants Reinvestment Initiative for single‑family homes must give prospective buyers information about HUD housing counseling before a purchase contract is signed. Any counseling tied to this requirement is delivered by HUD‑certified counselors who work for a HUD‑approved agency. Starting in fiscal year 2028, the Governor sets aside $200,000 each year for community groups to partner with approved counseling agencies. The law also mentions $90,000 in one place.
