Counseling info for buyers in state-funded homes

If you buy a single-family home built or fixed with Strategic Demolition Fund or Baltimore Vacants money, the project must give you information about HUD housing counseling before you sign a purchase contract. Any counseling under this law is done by HUD-certified counselors who work for HUD-approved agencies. Beginning in fiscal year 2028, the Governor budgets $90,000 each year to help community development groups partner with these counseling agencies. The law takes effect July 1, 2026.
