Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Refundable child credit for low-income families

The law provides a refundable $500 State income tax credit for each qualified child. You qualify if you live in the state and your federal adjusted gross income is $15,000 or less. The credit drops by $50 for each $1,000 (or part) your income is over $15,000, and it cannot go below $0. A qualified child is your dependent who is under age 6, or under 17 with a disability as defined by state education law. If you are not otherwise required to file, you can still file to claim a refund of this credit.

Counties can offer per-child grants

Your county may pass a local law to pay a cash grant for each qualified child. You and each child must live in the county on the last day of the tax year, and your federal income must be $15,000 or less. The county sets the grant amount. The grant is cut by 10% for each $1,000 (or part) your income is over $15,000, and it cannot go below $0. Counties that run the program reimburse the Comptroller for data costs.

Which credits cut state vs county tax

The law clarifies which listed credits reduce only the State income tax and which reduce only the county income tax. Some credits now apply only to State tax, while others apply only to county tax. This changes where you claim certain credits, not the size of the credits.
