Farms can build new animal operations during permit extensions

When the general discharge permit for animal feeding operations is administratively extended, the Department of the Environment can approve construction on parts of a new animal feeding operation. Applicants must use the Department’s approval process and show they meet the coverage rules under the extended general permit. They must also meet all other laws, regulations, and required construction permits. This law takes effect on the date it is enacted, so the change applies right away.
