The law bars Maryland, counties, sheriffs, and their staff from entering any deal with the federal government to enforce civil immigration law. These deals include contracts or MOUs that let local officers do civil immigration enforcement, including under 8 U.S.C. 1103 or 1357. The act is an emergency measure and takes effect on February 17, 2026. Any agency with an existing deal must use its termination clause immediately when the law takes effect and end it no later than July 1, 2026. No new agreements are allowed from that date.
