Permanent council for electric vehicle infrastructure

The law creates a permanent Maryland Zero Emission Electric Vehicle Infrastructure Council on June 1, 2026. The Governor names the chair. Members include lawmakers, state agencies, local governments, utilities, manufacturers, fleets, workers, environmental groups, and the public. Members are unpaid but can be reimbursed for travel under state rules. The Department of Transportation staffs the council, with help from the Energy Administration and the Public Service Commission. A prior 2031 end date is repealed, so the council continues.

State plan to expand charging access

The council plans how to expand electric vehicle charging and hydrogen refueling across Maryland. It defines zero‑emission electric vehicles as plug‑in electric drive and fuel‑cell vehicles, starting June 1, 2026. It finds barriers, sets measures, and recommends policies for homes, businesses, and public places, including multi‑dwelling units. It supports fleet electrification, model purchasing that includes life‑cycle and energy costs, and incentives and education for drivers. The council sends an annual report with recommendations by December 1 each year, starting in 2026.
