Limits and ID checks for alcohol baskets

Beginning July 1, 2026, each gift basket may include up to 72 ounces of beer, 2.25 liters of wine, or 2.25 liters of liquor. The recipient must be in Howard County and show proof they are 21 or older. Only the permit holder or their employee may deliver, and the deliverer must be at least 21. Businesses must check IDs at delivery.

New alcohol gift basket permit for flower shops

Beginning July 1, 2026, Howard County creates a Gift Basket Permit for flower shops. You qualify only if your main business is selling and delivering flowers, you sell gift baskets, and you hold no other alcohol license. The permit cannot be used at chain stores, supermarkets, or discount houses and is not blocked by school‑distance rules. Alcohol sales must be 10% or less of your annual gross sales, and you must buy the alcohol from a retail license holder. The fee is $100 each year, and you must keep records and file reports as the Board requires.
