Union and pay bargaining for Baltimore deputies and court security

Beginning June 1, 2026, full-time Baltimore deputy sheriffs (lieutenant or below) and full-time court security officers have collective bargaining rights. You can form or refuse to form a union and choose an exclusive representative. You can seek recognition and bargain in good faith with the Sheriff (or designee) and the City. You can bargain over pay (salary, wages, merit steps, and City-managed benefits), leave and holidays, hours, working conditions, and job security. The law excludes captains or higher, appointed or civilian merit staff, full-time reduced-hours, part-time, contract, temporary, or emergency workers, and staff under the City policies and procedures manual. These rules apply only in Baltimore City.

Direct talks with employer for deputies and court security

Beginning June 1, 2026, sworn deputies and court security officers in the Baltimore City Sheriff's Office who are in a unit with an exclusive representative may talk directly with the employer. You can discuss any matter without your union representative present. Any resolution cannot conflict with the current collective bargaining agreement.
