Workgroup to review transportation contract approvals

The law creates a Workgroup on Transportation Contract Approval Authority. Members include one House member, one Senator, the Comptroller, the Treasurer, key state secretaries, a county appointee, and four Governor appointees from design, construction, DBE/MBE business, and labor. The Governor names the chair. The Transportation Department and the Board of Public Works provide staff. Members are unpaid but get travel reimbursement. The group studies who should approve large transportation contracts and change orders and reports by December 1, 2026. It operates from June 1, 2026 to June 30, 2027.

Transportation contracts: fewer checks, big changes reviewed

Beginning June 1, 2026, Maryland transportation projects for State roads, bridges, and highways under $5,000,000 are handled by the agencies, not the Board of Public Works. The old trigger was $500,000. Contract changes of $1,000,000 or more tied to these capital projects, including land purchases, must go to the Board for review. The Board issues the review rules, and those rules override any conflicting agency procedures. These changes remain in place through June 30, 2027.
