New annual fees for animal research labs

Beginning October 1, 2026, Maryland requires animal research facilities that file APHIS Form 7023 to pay a yearly fee by January 15, starting in 2027. The fee depends on animals on your most recent Form 7023 (Column F): $5,000 for up to 100; $10,000 for 101 to 500; $55,000 for 501 to 5,000; $75,000 for more than 5,000. If you do not pay, you can be fined up to $1,000 per day. The state repeals the old Health-General subtitle and moves this collection to the Agriculture Article. All money goes to the Human-Relevant Research Fund.
