More per-resident funding for libraries

Beginning July 1, 2026, the state funds library resource centers based on population for operating and capital costs. Regional resource centers receive at least $9.79 per resident in FY 2026 and $9.99 per resident each year starting FY 2027. The State Library Resource Center receives funding based on the prior year’s state population: $2.07 per resident in FY 2025–FY 2027, rising to $2.64 per resident in FY 2032 and each year after. Earlier year rates are set in law. All funding is subject to subsection (g) in the statute.

Pratt Library becomes state resource center

The law names the Central Library of the Enoch Pratt Free Library System as the State Library Resource Center. Beginning July 1, 2026, the center provides and expands access to specialized materials and services for libraries across Maryland. The goal is more coordinated, efficient, and economical library service statewide. Maryland residents who use public libraries gain from better access and coordination.
