Home visiting funds favor proven programs

Beginning July 1, 2026, the state funds only evidence-based and promising home visiting programs. At least 75% of state home visiting money goes to evidence-based models. This shifts support toward programs shown to work for families.

Set grant amounts for local boards

Beginning July 1, 2026, the Governor includes set funding for local management board grants. FY2028 is $1 million. FY2029 is $500,000 and FY2030 is $500,000. For FY2028–FY2030, the appropriation must be at least the FY2027 amount. FY2031 equals the FY2030 amount plus $500,000.

Stronger planning for local children’s services

Beginning July 1, 2026, local management boards must apply for Fund money under Children’s Cabinet rules. Each board must submit a community partnership agreement that aligns with the State 3-year plan and local plans. It must reflect the board’s 5-year priorities for youth development, prevention, crisis and early help, services for children at risk or returning from out-of-home placement, and placement and treatment. Boards must use funds to run a local interagency service system and meet required performance measures.

New fund and rules for kids services

Beginning July 1, 2026, the state creates the Children’s Cabinet Interagency Fund. It can hold money from any source, including funds for out-of-home care and to prevent those placements. Fund grants must be extra money and cannot replace other grant funding. The Children’s Cabinet can set terms and performance checks before paying local boards. Any money left at year end goes back to the State General Fund.
