Beginning November 1, 2026, Maryland creates a provisional social work license. You can get it if you finished the required education and experience for a BSW or MSW but have not yet passed the exam. It is only for first‑time applicants who have never been licensed under the Health Occupations title. You must work under a Board‑approved supervisor and only within your license level. It is valid for Maryland only and does not qualify you for a multistate compact license.
When you pass the required exam, the Board must issue your full social work license. The Board must set rules for supervision, tracking, and reporting for the provisional license. The Board also sets a reasonable issuance fee to cover administrative costs; the law does not set a dollar amount.
The provisional license lasts at least 12 months and no more than 24 months, set by the Board. It cannot be renewed and ends at expiration or when you get a full license. You and your supervising social worker share responsibility for meeting supervision and reporting rules. Hours you work under the provisional license count toward independent practice approval and toward clinical certification requirements.
