Blockchain pilot for property titles and leases

Beginning June 1, 2026, the state runs a study and pilot on using blockchain for property records. The State Department of Assessments and Taxation works with courts, police, the Attorney General, legal aid groups, the Maryland Blockchain Association, and tech vendors. They create a blockchain registry to record and verify digital property titles. Owners in pilot areas may opt in to mirror their titles on the registry. Law enforcement and courts get a secure tool to check title status in real time and help resolve squatting disputes. The pilot tests smart contracts for title transfers and escrow, and trains consumers and officials to use the system. If SDAT hires a vendor, it uses competitive bidding and requires strong cybersecurity, data privacy, and links to existing state systems. SDAT reports results and any statewide recommendations by December 31, 2026.
