Lower premiums for low-income Maryland drivers

Starting July 1, 2027, the Maryland Automobile Insurance Fund (MAIF) runs a two-year Affordability Program. It caps the maximum premium on MAIF private passenger policies for eligible drivers. You qualify if you meet MAIF policyholder rules and your household income is at or below 250% of the federal poverty level. The program cannot make the Fund more than 20% inadequate or push the private passenger assessment share above 1%. The Insurance Commissioner oversees the program and can require changes. It ends June 30, 2029.

New rules for spreading state auto assessments

Starting July 1, 2027, the state sets tighter rules on MAIF assessments. The private passenger division’s assessment cap drops from 3% to 1%. The Board must use a set formula to split assessments between private passenger and commercial auto. It divides each division’s latest certified assessment by specified premium totals. This limits charges to private passenger policies and can shift more to commercial auto when needed. These rules end June 30, 2029.
