Board votes count only eligible members

Beginning July 1, 2026, if one or more members are barred from voting on an item, the Board can act with a majority of only the members who are allowed to vote. It no longer needs a majority of all members for that item.

Board meetings, officers, Superintendent, expenses

Beginning July 1, 2026, the Board meets each July and at least three other times a year, with special meetings as needed. At the July meeting, the Board picks a president and a vice president, and no one may be president for more than four years. The State Superintendent is the Board’s chief executive, secretary, and treasurer, must attend all Board and committee meetings unless their job, pay, or office administration is being discussed, and may advise but cannot vote. Members receive no salary, but they can be repaid for travel and other costs under the State’s travel rules.

County school staff can serve, voting limits

Beginning July 1, 2026, the Governor can appoint county board of education employees as regular State Board members. No more than two such members may serve at the same time, and they cannot be county superintendents or the teacher‑member seat. They may attend and join executive sessions. A certificated public school employee on the Board may not vote on appeals about teacher or principal discipline. A noncertificated, nonsupervisory school employee on the Board may not vote on appeals of dismissal or discipline decided by a county superintendent.
