The commission studies how to prevent, detect, and put out lithium-ion battery fires in homes, vehicles, and the power grid, including reviewing NFPA 855. It also studies reuse, recycling, safe collection and storage, and whether to use producer responsibility programs. It develops training and public education, looks at risks at the Port of Baltimore and along roads, rails, and tunnels, and reviews insurance impacts and federal rules. An interim report is due by December 1, 2026. A final report is due by December 1, 2027. The law is in effect from June 1, 2026 through June 30, 2028.
The law reestablishes Maryland’s lithium-ion battery safety commission. It begins June 1, 2026 and ends June 30, 2028. Members include those serving on December 31, 2025, plus new appointees from state agencies, first responders, utilities, recycling, ports, insurers, and local leaders. The current chair as of December 31, 2025 stays as chair. The State Fire Marshal’s office staffs the commission. Members are unpaid but can get travel expense reimbursements under State rules, if budgeted. The commission may seek advice from outside experts.
