Pharmacists can treat opioid use disorder

Beginning July 1, 2026, trained pharmacists can treat opioid use disorder under a prescriber–pharmacist agreement. The pharmacist must have individual DEA and Maryland controlled‑substance registrations, complete any required training, and follow a state‑approved protocol. The pharmacist must check Prescription Drug Monitoring Program data before starting or changing controlled‑substance therapy.

Certified midwives added as prescribers

Beginning July 1, 2026, certified midwives licensed in Maryland count as authorized prescribers for prescriber–pharmacist agreements. Patients who see these midwives can access pharmacist therapy management authorized by the midwife.

Pharmacists must file care agreements

Beginning July 1, 2026, a pharmacist who enters a prescriber–pharmacist agreement must send the agreement, later changes, and protocol updates to the Maryland Board of Pharmacy. This replaces the old rule where the prescriber filed with their own board. It adds a small, ongoing paperwork step for pharmacists and pharmacies.
