Property tax break for Hagerstown facility and city land

Beginning June 1, 2026, certain Hagerstown properties do not owe property tax. The exemption covers property owned by the City or the Hagerstown Multi-Use Sports and Events Facility, Inc. The property must be used mainly for public social, recreational, or entertainment purposes. It applies to State, county, and city property taxes on real or personal property. The rule applies retroactively to taxable years starting after June 30, 2023. If asked, the Maryland Department must grant the retroactive exemption and refunds. The State, Washington County, and the City repay any excess tax. The facility may agree to pay the county or city instead, but only by mutual agreement.
