New fund for Maryland Guard call-ups

The law creates a special, nonlapsing fund in the Office of the Adjutant General to pay the Maryland National Guard when the Governor orders state active duty. It pays for personnel and equipment and can use State budget appropriations and other accepted money. The Adjutant General runs the fund; the State Treasurer holds it separately and invests it; the Comptroller accounts for it. Spending must follow the State budget. Any investment earnings go to the State General Fund, not back into this fund. Money from this fund is supplemental and must be replenished in a timely way to keep readiness. Beginning July 1, 2026, these rules apply.
