Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Carroll County property taxes back bond repayment

Beginning June 1, 2026, Carroll County must tax all assessable property each year while these bonds remain unpaid. The taxes must cover bond principal and interest, backed by the County's full credit and unlimited taxing power. If a year's taxes fall short, the County must levy additional taxes the next fiscal year. Loan repayments, state or federal grants, and other qualifying funds received or receivable can reduce the required taxes. Property owners can face higher costs, but the law sets no household tax amount.

Maryland tax breaks for county bond investors

Beginning June 1, 2026, obligations issued under this law and their transfers are exempt from Maryland state and local taxes. The exemption also covers interest and other income, including profits from selling them. The County can issue bonds whose interest remains subject to federal income tax.

Carroll County gets new facility borrowing authority

Beginning June 1, 2026, Carroll County can borrow up to $27 million total for public facilities, including water and sewer projects. It can also use installment payments to buy farmland and woodland preservation easements. The County can finance volunteer fire department loans for emergency equipment, buildings, and facilities, and sets the loan terms. Bonds must mature within 30 years; borrowed money is restricted to approved uses, and excess money can repay debt or fund other approved projects. The County can refinance these bonds, including paying related interest and premiums, with refinancing proceeds held separately in trust. This supports local facilities but creates repayment costs; refinancing does not guarantee savings.
