Electric car charging gets clearer billing

Beginning July 1, 2026, Maryland sellers must measure and sell retail electricity for vehicle fuel in kilowatt-hours. Electricity charges during a charging session must cover only the kilowatt-hours actually dispensed in that session. Equipment owners or possessors must clearly display a responsible local person's name, address, and phone number. That information must appear on the measuring equipment or immediately beside it.

Extra car-charging fees require itemized receipts

Beginning July 1, 2026, Maryland charging equipment owners or possessors can add service fees to the retail electricity price. These fees must cover services related to selling electricity as vehicle fuel. Fees can be fixed or time-based, but can be applied only when the charging session ends. Each fee must be listed separately on the customer's receipt. The law does not require a fee or set its amount.
