Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Seven-day sales for small Class D eateries

Beginning June 1, 2026, Class D licensees in the 46th district can apply to sell alcohol seven days a week. You must keep food at least 51% of daily receipts, have 100 seats or fewer, sign a neighborhood MOU, and pay a one-time $15,000 fee. The seven-day privilege stays with the site and cannot move to a new location. The Board must publish a standard MOU template by January 1, 2027, and applications that require an MOU are not complete without one. The fee funds MOU enforcement, and graded penalties apply; three or more MOU violations in two years can revoke the seven-day right. The MOU rules operate for two years and end May 31, 2028, unless extended.

New microbrewery options in the 46th

Starting June 1, 2026, the Board may issue a Class 7 microbrewery license to the holder of the Class B–D–7 license in use at that 46th district address, with a letter of support from the Ridgely’s Delight Association. A Class 7 holder can also brew at a second site with the Executive Director’s written approval if space at the main site is not enough. No beer may be sold or served at the second site.

Targeted license moves and renewals

Beginning June 1, 2026, the Board can move one specific Class B–D–7 license from the 700 block of Washington Boulevard (40th) to the 200 block of South High Street (46th). The law treats some licenses as unexpired through July 1, 2027 to finish set actions. These include: a Class D beer and wine license on the 800 block of St. Paul Street (transfer at the same site); a Class B license on the 6500 block of Eastern Avenue (renew for the current year); and a Class B–D–7 on the 1600 block of Eastern Avenue (renew and transfer to 700 block of Aliceanna Street).

Donated drinks allowed for nonprofit events

From June 1, 2026 to May 31, 2028, a licensed place on the south side of the unit block of West Pratt Street may serve donated alcohol at nonprofit rental events. The licensee must show the renter is a nonprofit, serve the donated drinks, pay any related taxes, and use the drinks only for that single rental contract.
