Community colleges must ensure OTC contraception access

Each Maryland community college must, with student input, set and carry out a plan to give students access to all FDA-approved over-the-counter contraception. Plans must offer access on campus through a health center, campus retail, vending machines, or another method that reaches all students. The deadline to have the plan in place is August 1, 2025. The Maryland Department of Health can help a college build its plan or connect with vending-machine experts, if the college asks. The law takes effect July 1, 2026.

Annual campus reports on contraception access

Starting September 1, 2026, and every September 1, each public senior institution and community college reports to the Maryland Higher Education Commission. Reports state how students get OTC contraception on campus, whether all FDA-approved methods are offered, and amounts by method. They also describe how the school consulted students and student groups. The Commission compiles these and reports to the General Assembly by October 1 each year. The law takes effect July 1, 2026.
