20-year contracts for County infrastructure

Beginning Oct 1, 2026, the County may make solid waste disposal contracts with initial terms up to 20 years. These deals can include transportation and payments to or from the County. The County may also sign infrastructure or asset management contracts for assets with a life cycle of at least 15 years, like water towers and flow meters. Initial terms can be up to 20 years and can cover planning, design, construction, operation, maintenance, upgrades, and decommissioning.

20-year leases for cell towers

Beginning Oct 1, 2026, the County may sign cellular tower leases, including on water towers. The initial term can be up to 20 years.

New rules for multi-year County contracts

Beginning Oct 1, 2026, Calvert County may sign contracts that run longer than one year. It can do this if it has all the money at signing, or if the Commissioners approve multi-year funding by resolution. Most contracts that use multi-year funding must be one year with up to four one-year renewals. For banking and investment, pension management, health insurance, and IT (software and voice, data, and Internet), the County may award multi-year deals up to 20 years total.
