Student gets vote on Howard board

Beginning July 1, 2026, the Howard County Board of Education includes seven elected members plus one student member. The student member has a vote on most matters before the board. This law applies only in Howard County, Maryland.

Limits on student votes in Howard

Beginning July 1, 2026, the student member can vote on most board business, but not on school boundaries; land deals and school construction; hiring architects; donations; eminent domain; or consolidating schools and student busing. The student also cannot vote on the superintendent’s hiring or pay; employee discipline and appeals; the budget; staff hiring or promotions; discipline of certificated staff; union bargaining for teachers and other staff; or student suspensions and expulsions. The student can vote on all other matters.
