Counties may accept contractor guarantee certificates

Beginning October 1, 2026, a nonprofit contractors’ association approved by any Maryland county can issue a certificate of guarantee for a contractor. Contractors can use it to meet county bond rules for public improvements or other county bond needs. Each county chooses whether to accept these certificates; the law does not require acceptance. If your county accepts them, you can use a certificate instead of a traditional surety bond. If it does not, you must meet the bond another way.
