Easier water commission contracts for local and small firms

The Commission creates a new Office, led by a Director, to run supplier diversity and business participation programs. Beginning October 1, 2026, firms can qualify as local, small, local small, Maryland‑based, veteran‑owned, or disabled veteran‑owned. Local means your main office is in Montgomery or Prince George’s County, or at least 25% of employees live there. Veteran categories require at least 51% veteran ownership and control; disabled veteran status must be VA‑certified. The Commission gives preference to local small businesses and local businesses, and can accept vendor registration from other jurisdictions or self‑certification.

New local hiring and training rules for contractors

Beginning October 1, 2026, the Commission can require good‑faith local hiring and recruiting on its contracts. It can ask contractors to support skills training, pre‑apprenticeships, and apprenticeships. Contractors may have to report where workers live and other local economic data. This can create more local job and training opportunities, and add compliance work for vendors.

Minority business program stays unchanged

The law does not change the Commission’s Minority Business Enterprise program. The new local and small business rules do not affect current MBE rules. This protection takes effect October 1, 2026.
