Lower property taxes for downtown Baltimore projects

The law lets owners of new or rehabbed projects in Baltimore’s Downtown RISE District pay a set PILOT instead of full city property taxes. Projects must sit in Ward 4 Precincts 1–3, Ward 22 Precincts 1–2, or Ward 21 Precinct 5, and include a hotel, office, retail, multifamily, or a mixed‑use with those. The City or its agency must complete an economic analysis showing financial need, and the Board of Estimates must sign a PILOT that sets the annual payment. To qualify, by June 30, 2036 you must apply, have building permits issued, and have all construction financing conditions satisfied or waived. The program takes effect April 14, 2026 and ends April 14, 2036. Any PILOT signed before the end stays in force for its full term.
