State workgroup to expand part-time jobs with benefits

The law creates a Workgroup for an Inclusive State Workplace in the executive branch. It expands part-time state jobs with benefits for caregivers, people with disabilities or medical needs, and older adults. The Governor picks the chair, and the Department of Budget and Management provides staff. Members are unpaid but can get travel expense reimbursements. The Workgroup begins meeting before October 1, 2026 and delivers its strategy and recommendations to the General Assembly by September 15, 2027. It sets goals and metrics to grow these roles and flags any needed law changes across agencies, universities, and transportation. By December 31, 2027, the Department of Budget and Management issues guidance to state agencies on creating more part-time, benefit‑eligible jobs. The act takes effect July 1, 2026 and ends June 30, 2028.
