One-time foster youth education review

Beginning October 1, 2026, the State Department of Education and the Department of Human Services must deliver a one-time report by December 1, 2026. It must list state agencies serving foster youth, needs and service gaps, best practices from other states, and recommendations to improve college and career outcomes. It must also evaluate the new reporting and suggest better data collection. This requirement ends September 30, 2027.

Yearly school data for foster youth

Beginning October 1, 2026, the State Department of Education must send a report by December 1 each year. The report covers students in the State child welfare system. It lists school placement stability; IEP and 504 counts; grade retentions by grade; graduations; dropout, truancy, absenteeism, suspensions, expulsions; school-based arrests; and how many foster youth enroll in college and finish within six years. The agencies must keep data private and not release any personally identifiable information. Data must be broken down by county, age, gender, race, and ethnicity. Where appropriate, the report also includes comparison data for students who are not in child welfare.
