Menstrual products must list ingredients

Beginning October 1, 2026, Maryland sets labeling rules for menstrual products. By April 1, 2028, every package sold in the state must list all ingredients in order of amount, in clear, easy-to-see type. This covers pads, tampons, menstrual cups, and similar products. Makers may use a confidential substance common name for proprietary blends. Breaking this rule is an unfair or deceptive trade practice. A maker can be fined up to $1,000 per violation, and fines go to the State General Fund to help offset enforcement costs.
