Commission to redesign Maryland health care

The law creates the Commission on Re‑Imagining Health Care in Maryland. It studies how care is delivered and paid for, including covered services, provider networks, deductibles, and provider pay. It looks across medical, behavioral, dental, vision, and hearing care, and clinician training. The Commission can consult outside experts and form subcommittees. The Maryland Health Care Commission provides staff support. These duties apply once the Commission is activated after funding is secured.

Who serves and how leaders are picked

The Commission includes legislators, top state health and budget leaders, insurers, hospitals, doctors, local health officials, consumer voices, labor, business, and others. The Governor, Senate President, and House Speaker jointly pick the chair. Membership should reflect Maryland’s gender, racial, ethnic, and geographic diversity. These rules apply once the Commission is activated after funding is secured.

No pay for members, travel reimbursed

Commission members do not receive pay. Members can get expense reimbursements under State travel rules, as funded in the budget. This applies once the Commission is activated after funding is secured.

Commission starts only if privately funded

The Commission only starts after the Maryland Health Care Commission secures needed private funding and sets the funding plan. The MHCC must notify the Department of Legislative Services within five days of getting enough funds. If the Department gets notice on or before June 1, 2027, the Commission begins on the notice date. If no notice by June 1, 2027, the Commission does not start. Once active, the Commission must send preliminary reports by December 1, 2027 and December 1, 2028, and a final report by December 1, 2029.
