Intensive help for troubled state agencies

Starting July 1, 2026, the Unit gives direct help to any executive agency with four or more repeat findings or an unsatisfactory audit. It creates a specialist team that can include state staff, contractual staff, and outside contractors. The team checks timelines, reviews planned fixes for repeat and major issues, and tests samples of completed fixes. It tracks progress until legislative auditors start the next related fiscal compliance audit.

New unit to fix state audit problems

The law creates the Audit and Finance Compliance Unit in the Department of Budget and Management on July 1, 2026. The Governor sets up systems to track how executive agencies fix findings from the Office of Legislative Audits. The Unit reviews and monitors fixes, and gives guidance and technical help to prevent repeat problems. By October 1 each year, the Unit reports to the Joint Audit and Evaluation Committee on recommendations, how long repeats stayed open, target dates, reasons for delays, and status. The Secretary of Budget and Management may issue rules to run this program.

Cyber audit details limited, officials get access

Starting July 1, 2026, cybersecurity findings in audit reports are redacted before public release, following auditing best practices. Specified officials can see unredacted findings: members of the Joint Audit and Evaluation Committee; members of the Joint Committee on Cybersecurity, Information Technology, and Biotechnology; the Senate Budget and Taxation and House Appropriations chairs and subcommittee chairs; the Governor and senior staff; and the Audit and Finance Compliance Unit.
