New health oversight commission created

The law creates the Maryland Health Centralization Commission to improve work between the Health Department and licensing boards. A State Senator and a Delegate cochair it, and health leaders and board directors serve. The Department of Legislative Services provides staff support. Members are not paid but can be reimbursed for travel under State rules. The Commission must meet by July 1, 2026 and report every year by December 1 starting in 2026. Effective May 12, 2026.

Stronger rules for health licensing boards

Each health occupations board must name a liaison and send requested information to the Commission within 10 business days. By July 1 each year, boards must certify their IT systems meet State cybersecurity rules. The Commission recommends fixes to speed license applications, improve complaint handling and background checks, and tighten fee accounting and fraud actions. It also recommends a single statewide licensure system and may propose using license fees to fund it. These steps aim to improve service and data security. Effective May 12, 2026.

Health facility inspections posted online

The Maryland Quality Reporting website shows each facility’s most recent state inspection date and any ratings or quality metrics. The site protects patient medical privacy. Effective May 12, 2026.
