State study on jobs and AI

The Comptroller studies Maryland’s economic growth and key industries. The study can review migration, job loss from AI and automation, universal basic income, and advanced technology workforce training. The Comptroller may hire an independent consultant. A report is due to the General Assembly by December 1, 2026.

Maryland Future Fund finances projects

The law creates the Maryland’s Future Fund, a special, nonlapsing fund held by the State Treasurer. Money can be used only for projects the Board recommends and must follow the State budget. Fund dollars add to, not replace, other funding. Interest and investment earnings stay in the Fund and are not swept to the General Fund. This keeps more money available for future projects.

New board to guide future growth

The law creates the Maryland’s Future Board in the Department of Commerce. The Board must make a statewide Visionary Plan by January 1, 2027, review it every year, and send it to the Governor and General Assembly within 30 days of completion. Each year by August 1, the Board sends project recommendations to the Governor and lawmakers. The Board has nine members from statewide leaders, meets at least four times a year, and follows public information, open meetings, and ethics laws. Members are unpaid but can get travel costs back. The Department of Commerce may set rules to run the Board and the Fund.

Program runs 2026 through 2031

The law takes effect July 1, 2026. It ends on June 30, 2031. The Board and Fund authorities last for those five years.
