Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Special Class B licenses become standard

Beginning July 1, 2026, certain special Class B licenses that exist on that date convert into the standard Class B hotel and restaurant license. This covers licenses tied to areas like Towson, Hunt Valley, Greenspring Quarry, Owings Mills, the Promenade at Catonsville, and the Maryland State Fair. The conversion happens even if a population quota would otherwise block it. The law also repeals the old special-district license sections that created and governed those licenses. The conversion applies only to licenses that exist on July 1, 2026.

Three-year window to move restaurant licenses

Restaurants with a Class B or D license that existed in an eligible transferor district on June 1, 2025 can ask to move it to another election district. The Board must approve the move between June 1, 2025 and May 31, 2028. Before the move, the receiving district must be at or below 125% of its population-based license limit. No more than five moves are allowed in total, and no more than two into any one district. If a Class D license moves, it becomes a Class B when approved. After a move, the license stops counting in the old district and counts as a regular license in the new one. Any Class B Service Bar license issued under this rule cannot be moved again or converted.

When these license changes start

Most parts of this law take effect July 1, 2026. Section 2 takes effect October 1, 2026.
