More state help for safer sidewalks
Beginning October 1, 2026, Maryland gives sidewalk and bicycle-path projects funding priority when the path or nearby highway follows a Complete Streets or similar Vision Zero safety program. This priority excludes priority funding areas that are also designated sustainable communities. In priority funding areas, Maryland may pay all construction, rebuilding, and needed land costs when the nearby road is not being built or rebuilt and the state finds a serious safety risk or major barrier to walking. Local governments must request covered stand-alone projects through their annual priority letters for the state's transportation spending plan. Neither a request nor these funding rules guarantees project funding.
