New on-site permit for Carroll distilleries

Beginning July 1, 2026, Class 1 distilleries in Carroll County can get a new on-site consumption permit. The permit lets you sell, prepare, and serve food, nonalcoholic drinks, and your own spirits for on-site use. You may also sell for off-site use if your Class 1 license allows it. You can host events on the premises; alcohol service at events must follow the permit rules. Food and nonalcoholic service needs approval from the Carroll County Health Department.

Application diagram and yearly permit fee

Beginning July 1, 2026, your permit application must include a diagram that shows the consumption area separate from production. The Carroll County Board of License Commissioners sets the rules and a yearly permit fee. You must meet alcohol-awareness training rules and follow state trade-practice limits. You may serve mixed drinks with your own spirits for on-site use, but a 7,750-gallon yearly cap applies. Activities under the license run from 10:00 a.m. to 10:00 p.m. each day.
