Beginning October 1, 2026, if you own property next to a village street, the Village can assess you for street, sidewalk, curb, or gutter work. Costs are split by frontage, need County Council approval, and follow a petition by two‑thirds of abutting owners and a hearing. You can pay in 4 to 10 semiannual payments, with the first due within six months. Interest is 6% a year until paid, and each unpaid amount is a lien on your property. If a payment is over 30 days late, the full balance plus interest is due, and you have 10 days to appeal the final decision to the Montgomery County Circuit Court.
Beginning October 1, 2026, if your property is in the Drummond or First Addition to Drummond plats, you pay a village tax. The rate is $0.14 per $100 of assessed value for most real property, and $0.35 per $100 for personal property and utility operating real property. The County collects this with county taxes and pays the Village. Money may be used only for village services like streets, police, fire, trash and leaf removal, and other public works. The Village Council can ask the County by April 15 to lower the levy, and three specific corner lots at Wisconsin and Hunt Avenues are excluded from post–April 25, 1947 indebtedness (earlier levies may still apply).
The Village must advertise and invite bids for contracts over $15,000 or the state publishing threshold, whichever is higher. It can skip bids for sole‑source deals, legal or bargaining matters, contractors named in a grant, vendors chosen through another government's competitive process with similar terms, professional services, or urgent threats to health, safety, or finances. These rules begin October 1, 2026.
Beginning October 1, 2026, the Village runs on an annual budget (July 1–June 30) and holds a public hearing with at least 10 days’ notice before adoption. A certified public accountant audits village finances. The County must pay the Village its share of county road tax as if it were an incorporated town. When the County treasurer receives money for Village assessments, the County Council can order it paid to the Village treasurer.
Beginning October 1, 2026, a three‑member Village Council governs Drummond. Members are elected each year on the first Monday in May. Candidates must be at least 21 and have lived in the Village for six months; voters must be at least 18 and have lived there six months. Members serve without pay, meet at least 11 times a year, keep minutes, and hold public meetings with limited exceptions. The County Council can remove a member for malfeasance or misfeasance after notice and a hearing. Council members are not personally liable for official actions, and the Village keeps all powers needed to do its duties.
Starting October 1, 2026, the County can adopt rules on trash, sanitation, building care, use of public ways, and parking after the Village recommends them. The Village can enforce those rules and penalties.
Beginning October 1, 2026, the Village can borrow up to 4% of the assessed value of non‑utility real property and up to 10% of utility operating real property. If the Village ever defaults, the County must levy special taxes on Village real property to pay the debt. This can raise your property tax if you own in the Village.
