This law withdraws a duplicate constitutional amendment on collective bargaining for state employees. It repeals Sections 2 through 4 of Chapter 156 of 2026. Section 1 takes effect only if the General Assembly passes, and voters ratify, the related amendment in Chapter 155 (Section 2). The act is an emergency measure and takes effect on August 5, 2026. It fixes procedure and timing; it does not change current pay, benefits, or bargaining rights.
