Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Stronger privacy rules for student data

Beginning July 1, 2026, any third‑party data center must meet strict security and privacy rules before getting Maryland data: be FedRAMP‑authorized, use personally identifiable info only for cross‑state matching, use privacy tools like hashing, analyze only de‑identified data, and release only aggregate results. The Center must sign a written agreement requiring the third‑party to follow these rules, state and federal privacy laws, and any added Board criteria. The Governing Board must approve the data elements, each dataset, and each research or reporting project before any data are shared, and must review each agreement every year. Within 30 days after an agreement, the Center must report to the Senate Education, Energy, and Environment Committee and the House Ways and Means Committee with the third‑party’s name, a summary of the data, and the purpose and value; then send annual updates on status, use, and any violations and fixes until the agreement ends.

Multistate sharing of student and worker data

Beginning July 1, 2026, the Maryland Longitudinal Data System Center may share individual student and workforce records with a single third‑party data center solely for multistate research and reporting on student outcomes. It may work with no more than one third‑party center at a time. The law repeals the prior option to send student data to the U.S. Census Bureau.
