Beginning October 1, 2026, Maryland runs a Volunteer Services Program in the Division of Correction. Registered volunteers—including formerly incarcerated people and groups led by them—can enter state prisons to help people prepare for release. The Division must set a volunteer registration protocol and get approval from the Attorney General. It posts the list of registered volunteers on its system. Volunteers must give a written schedule for facility visits; the Division may deny it only if it would disrupt normal operations. Formerly incarcerated volunteers choose if their names are public, and public listing needs their written consent. Another volunteer or group may list a name on their behalf, and the Division must keep records of those names.
Beginning October 1, 2026, the Maryland Cannabis Regulation and Enforcement Fund cannot be used for the Release Preparation Program. Programs and groups that used this fund for release-preparation work can no longer get that money from it.
