Beginning July 1, 2026, the Baltimore County Board cannot charge license holders an extra fee to sell sealed mixed drinks to go under this permit.

Baltimore County takeout cocktails with permit

Beginning July 1, 2026, Class B or D restaurants and bars whose license already allows on‑ and off‑premises sales can get a county permit to sell sealed mixed drinks to go. Sales start only after the Baltimore County Board adopts rules, and the Board must weigh public health. Each drink must be sold with prepared food (not prepackaged snacks) to a buyer age 21 or older who shows ID. Drinks must be in sealed containers with no straw holes and sold by 11:00 p.m. The Board can limit how many drinks one person may buy per transaction. These rules apply only in Baltimore County.
