The act is an emergency measure for public safety. Lawmakers passed it with a three-fifths vote in each House. It takes effect on April 14, 2026, the day it was enacted.
The law puts all Maryland Military Department units under one operational chain of command while on State active duty. It covers the National Guard, the Maryland Defense Force, and other state military operations. The Adjutant General commands, or can name a National Guard officer to command. This applies even if that leader is in a federal status where the Governor is commander in chief. These rules are in effect starting April 14, 2026.
