Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Bank statements and 30-day payment window

Beginning January 1, 2027, within 30 days after each campaign finance report is filed, the treasurer must give the candidate and the chair the latest campaign bank statement. Anyone who says a campaign owes them money must send the claim to the treasurer no later than 30 days after the election tied to the debt.

Rules for campaign leaders and roles

Beginning January 1, 2027, a candidate who forms an authorized committee must name a chair and a treasurer on the State Board’s form. A campaign manager may be appointed by the candidate, the candidate’s representative, or the chair. Chairs, treasurers, and managers must be registered voters in Maryland. A candidate cannot serve as treasurer of their own committee or hold overall control of another entity, with narrow exceptions for incumbent central committee members running for party office and for national convention delegate candidates. If the chair or treasurer role is vacant, the committee cannot receive or spend money until it fills the vacancy.

Treasurer controls campaign money and spending

Beginning January 1, 2027, the treasurer is the campaign’s financial steward. All money must go through the treasurer, be recorded, and be used only for the campaign’s lawful purposes. The treasurer approves spending; for party central committees and party PACs, the chair must authorize spending before the treasurer acts. A candidate cannot spend directly from the designated campaign account, but must know every payment made from it. Candidates or responsible officers may name authorized agents to help the treasurer with filings.
