Fines and license loss for dealers

Beginning Oct 1, 2026, the Secretary can fine a dealer up to $250 for a first violation and up to $1,000 for later violations. If a dealer knowingly and willfully breaks these rules, a second such offense can lead to license suspension. A third or later knowing and willful offense leads to license revocation.

Stronger security rules for licensed dealers

Beginning Oct 1, 2026, licensed firearms dealers must secure any site where they do business and store guns. The law requires video cameras inside and outside, a monitored burglary alarm, and strong doors or other entry barriers; vehicle‑breach barriers if practicable. Outside business hours, dealers may instead lock all firearms in a vault, safe, or a room or building that meets these standards. The Secretary sets detailed rules for how compliance is checked.

24-hour breach notice by licensed dealers

Beginning Oct 1, 2026, licensed dealers must tell the Secretary within 24 hours after they learn of a burglary, attempted burglary, robbery, or theft of a gun or ammo at their site. They must also report within 24 hours if required security gear failed, like cameras, entry barriers, the monitored alarm, or vehicle‑breach barriers. This notice is in addition to any report to police or the ATF. The duty does not apply if required equipment or the alarm was temporarily down through no fault of the dealer.
