Fines and license loss for violations

Beginning October 1, 2026, the State may fine a violator up to $250 for a first offense and up to $1,000 for later offenses. In addition, a knowing and willful second offense results in suspension of the dealer’s license. A knowing and willful third or later offense results in license revocation. The knowing and willful standard is required for suspension or revocation.

Stronger security required for gun dealers

Beginning October 1, 2026, licensed firearms dealers in Maryland must meet new security standards to operate. Premises must have cameras that record inside and outside, strong exterior door and window barriers, and a continuously monitored burglary alarm. If practicable, dealers also use barriers to stop vehicle ramming. As an alternative after business hours, all firearms must be locked in a vault, safe, or a room or building that meets these security standards.

24-hour incident reporting for dealers

Beginning October 1, 2026, a licensed dealer must notify the Maryland State Police within 24 hours after first learning of a burglary, attempted burglary, robbery, or theft involving firearms or ammunition at the premises, or a failure of a required security feature. Failures include cameras not recording, barriers not preventing entry, alarms not allowing monitoring, or a barrier failing to stop a breach. This notice is in addition to reports to local police and the federal ATF. If security equipment or an alarm is temporarily inoperable through no fault of the dealer, the notice and penalty rules do not apply. The State Police will issue rules that explain how compliance is checked.
