Maryland creates the Pamela J. Kelly Tree-Mendous Maryland Program in the Department of Natural Resources. It promotes community planting and care of native trees and shrubs. Work can happen on public lands, community open spaces, school grounds, and rights-of-way. The Department runs the program and can set rules. Beginning October 1, 2026, the program takes effect.
