Low-cost energy loans for businesses and communities

Beginning July 1, 2026, the Maryland Clean Energy Center runs the Jane E. Lawton Conservation Loan Program. Nonprofits, local governments, State agencies, and Maryland‑registered businesses can get low‑ or zero‑interest loans for energy‑saving work. Money can cover audits, design, equipment, and construction that cut energy use. The Center holds a nonlapsing Fund; loan payments and investment earnings go back into new loans. Each year, the Center sets aside Fund money for at least 90 days for nonprofit loans; unused set‑aside can go to others. Loans may be repaid from energy savings; non‑State borrowers must show savings exceed project cost and give repayment assurances like notes or collateral. The Center may offer credit enhancements through Maryland banks and hire third parties to service loans. Knowingly filing false statements is a crime, punishable by up to a $50,000 fine or up to 1 year in jail.
