New commission runs the compact

The law creates a multi-state Commission to run the compact once seven states enact it. The Commission can set budgets, make rules, hire staff, keep records, buy insurance, borrow, accept grants, and collect fees. It gives 30 days’ notice for rules; in emergencies it can act with 48 hours, then finish normal steps within 90 days. The Commission mediates disputes and can sue a defaulting state; the winner may get attorney fees and costs. A state can leave by repeal after 180 days, must notify licensees, and must honor compact licenses for at least six months after notice. Until the seventh state enacts the compact, the Commission and its powers do not operate.

Stronger cross-state oversight of licensees

States must share complaint, investigation, and discipline files about licensees on request and keep them confidential. They must tell the original state why they will disclose the information. Beginning October 1, 2026, boards must send licensee data to the Compact Commission, including license status, denials, and adverse actions. The exchange follows data protection rules and overrides conflicting state laws when needed.

Easier cross-state practice for school psychologists

Maryland enacts the School Psychologist Interstate Licensure Compact on October 1, 2026. If you are licensed and meet compact rules, other member states must grant you an equivalent license. You must finish a qualifying program, pass a national exam, and complete at least 1,200 internship hours (600 in schools). To get and keep the license, keep an active home-state license, complete continuing education, file applications, and pass background checks. You must renew in each remote state and pay renewal fees. States and the Commission may charge application or practice fees; amounts are set by them.

Simpler licensing for military families

Starting October 1, 2026, active-duty members and their spouses get special home-state treatment under the compact. You are treated as holding a home-state license in your permanent residence, your main state of practice, and any state you move to for a permanent change of station.
