Beginning October 1, 2026, the Maryland Health Care Commission has 15 members, appointed by the Governor with Senate consent. Eight must have no ties to a health care provider or payor. The other seven are two physicians, two payors, one hospital administrator, one State nursing home administrator, and one nonphysician health care practitioner. Members serve four-year, staggered terms and stay until a successor qualifies; midterm appointees serve the rest of a term. The Governor may remove members for neglect, incompetence, or misconduct; no one may serve more than two consecutive terms.
Beginning October 1, 2026, at least four members must live in different counties with 300,000 or more people, down from five. At least three must live in different counties with fewer than 300,000 people: one from the Eastern Shore, one from Allegany, Garrett, Washington, Carroll, or Frederick, and one from Southern Maryland. When appointing, the Governor, to the extent practicable, ensures geographic balance and promotes racial, ethnic, and gender diversity.
